Rolfe Eberhard has a PhD in Economics on water pricing. He advises
government on water policy, institutional reform and regulation in the
water sector. He facilitates the City Water Managers Forum, comprising
the senior water managers in the nine largest cities in South Africa.
Rolfe has worked with the Government of Ethiopia to develop a water
sector financing strategy. He has implemented multi-criteria decision
analysis methodologies with Prof Theo Stewart, a world leader in this
field, assessing the relative merits of water demand management and
supply augmentation options for the City of Cape Town.
